Fears that the Soviet Union had developed methods for tapping into the human brain to gain access to information retained there or to program someone to perform acts against their will for the benefit of their controllers led the US to take some extreme measures. Some of this came from domestic scientists augmented by the use of Nazi scientists and research brought under US control through Operation Paparclip.

The fact that many of the researchers escaped the hangman's noose because their knowledge might be helpful was not much of a consideration in view of the real or perceived danger from the Russian bear. Many considered that the rules of warfare coming from the Geneva Convention did not apply to the “no rules” cold war when national survival was at stake.  What began as Operation Bluebird morphed into Operation Artichoke as the efforts picked up steam.

With the stated purpose: "Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self preservation?” This was just the beginning of the barbaric practices that were the hallmark of the successor program MKULTRA.
