James Simmons was a railroad employee watching the motorcade from the triple underpass. He was standing next to a police officer as the shots rang out. The sound came from his left and he saw a puff of smoke drifting out from under the trees by the wooden fence.

Simmons was interviewed by the FBI but the the Warren Commission was not interested.
