There were many operations and activities leading up to the day of the assassination.  Many were just part of the everyday operations of the intelligence community as they worked to influence events around the world and at home.  There was a paranoia about the the threat from the Soviet Union.  It can be argued whether of not this threat was real or imagined.  In any case, it drove the actions of many as they looked to defend the US.
