I found him to have definite traits of dangerousness. In other words, this child had a potential for explosive, aggressive, assaultive acting out which was rather unusual to find in a child who was sent to Youth House on such a mild charge as truancy from school.
Dr Hartogs was a psychiatrist at Youth House in New York City where Lee Oswald lived for a time with his mother in the early 50s. He skipped school to visit the zoo more often that was accepted. Although he was there for truancy, Dr Hartogs believed his polite demeanor covered a potential for explosive violence.
He found Oswald to be an interesting case and passed the information along to Dr Sydney Mallets who was working with the CIA to find troubled youth who might be exploited.
