Graduate of University of Texas Law School and eventually elected to the Texas State House of Representatives and Texas State Tax Commissioner. He owned KTBC radio and sold it to Lyndon Johnson's wife.

He served the Eisenhower administration in several posts, including Secretary of the Navy... then in the Johnson administration on diplomatic missions.

In later life he was convicted of tax evasion and spent some time in prison as well as being disbarred.
