Democrat Waggoner Carr spent ten years as congressman from Texas, including two terms as Speaker. Later, as Texas Attorney General, he oversaw the prosecution of Billy Sol Estes and Jack Ruby.
He led the Texas investigation into the assassination of the president and testified before the Warren Commission that Lee Oswald was on the CIA payroll receiving $200 a month as an undercover informer for at least a year before the killing in Dallas.
